Update to District Water Rates

The North Coast County Water District (NCCWD or District) Board of Directors will hold a public hearing on July 15, 2026, to consider adjustments to the Water Usage Charge, Distribution of Service Charge, and Water Shortage Rate Factor (Revenue Stabilization Adjustment) (collectively “water rates”). Notices will be mailed to customers and property owners in compliance with State law (Proposition 218), which requires the District to inform property owners and water customers that proposed rate increases were being considered. The Water Rate Cost-of-Service Study (Study), dated May 11, 2026, evaluates the necessary increase in revenues to cover the District’s projected operating and capital expenses for the three-year period from FY 2026-27 through FY 2028-29. The Study analyzed rates through 2029 and was designed to ensure that the District does not collect more revenue than is necessary to cover NCCWD's costs, and that the rate structure aligns with the proportional cost of providing services.
